The controller stays thin.

One domain, two entries
The web request and the queue worker call the same service. A rule that exists only in a controller will be skipped by the job.

Make the failed job visible
Queues keep a failed job and a retry. A worker that dies on a poison message does not take the rest of the backlog with it.

Keep the schema migratory
Migrations expand and contract so the old release and the new release can run against the same table during a deploy.
